The third decanate of the sign Libra rising weakens the influence of the sign as a whole, and tends to make the life more or less unfortunate. The fate is affected by the state of the mind indicated by the horoscope; when restlessness and lack of continuity are shown the native is a smatterer, and although curious and apparently intellectual is often very foolish and ignorant, lacking ‘common sense.’ If the horoscope is favourable there is a tendency to improve the fate through educational attainments.

When the first decanate of Libra ascends the planet Venus and the conditions of the seventh house affect the native chiefly.

When the second decanate of Libra ascends the planet Saturn decides the general welfare for good or ill, but in the horoscopes of very advanced egos Uranus influences the life, especially if the native is free from family ties or attachments of all kinds. Note the eleventh house especially.

When the third decanate of Libra ascends the aspects of Mercury and the occupants of the third house affect the native.

VIII. Scorpio rising denotes a reserved, shrewd, secretive and proud disposition. The fate is either tragic and unfortunate; or very favourable and exalted. There appear to be two classes born under this sign, the extremely ignorant and the highly mystical; the former are inquisitive, deceitful, jealous and treacherous, while the latter are prudent, self-controlled, and highly dignified. In many respects this is truly the ‘accursed sign’ and it generally produces natives of one extreme or theother. A greatdeal will depend upon planetary positions as to the class of ego attracted to this sign, the strongest and the weakest characters being born under its influence, the weakest being those who have no control over their animal senses, while the strongest are penetrative, mystical and intelligent.

_'Yhe second decanate of Scorpio rising accentuates the extremes of Scorpio, as mentioned above. The fate is usually unfortunate and often

disastrous. If the native is born into a poor environment under this decanate, he rarely succeeds in raising himself above mediocrity.

The third decanate of Scorpio rising wakens the sensitive nature of the sign Scorpio, and gives a keen desire for attachment, thus breaking up a great deal of the selfish side of the sign as a whole. When the horoscope denotes it the love of the occult or of psychic phenomena is very marked. Generally speaking it increases the jealous tendencies of Scorpio.

When the first decanate of Scorpio ascends note carefully the strength and position of Mars, the eighth house and its occupants. If the planet Mars is below the earth and afflicting the luminaries the character of the native is very considerably weakened. If Mars is above the earth, but not setting, it is improved. Planets rising in Scorpio will affect the whole horoscope: if the Sun rises it is considerably benefited; if setting, the reverse. See to the fourth and twelfth houses.

When the second decanate of Scorpio ascends note aspects between Mars and Jupiter; if in affliction the native is very unfortunate, and not well disposed. Observe also the twelfth house.

When the third decanate of Scorpio ascends note the aspects between the Moon and the planet Mars, also the contents of the fourth house. The horoscope is improved if the Moon is well placed and favourably aspected, but the reverse if much afflicted.

IX. SaGITTARIUS rising denotes an open-minded, honest, sympathetic and generous disposition. The fate is dualistic and usually divided into two extremes of fortune and misfortune. The native is highly impressionable, though fond of liberty and independence. He is often reckless, extravagant and careless. When undeveloped he is thoughtless, erratic and rebellious, but when awakened he is philosophical, a lover of law and order, peaceful, and more intuitive than imitative.

The second decanate of Sagittarius rising accentuates the impulsive and headstrong tendencies of the sign as a whole and gives great liability to go to extremes and exhaust the mental and physical energy. When the native is deficient in self-control this decanate increases the excitability, which opens the way for brain troubles and nervous disorders.

The third decanate of Sagittarius rising awakens the best half of

the dual sign Sagittarius, and quickens the intuitive and inspirational nature of the sign, giving the ability to prophesy and to foresee the future. It increases the love nature of the sign and makes the native very demonstrative and ardent in affection, falling in love often and readily expressing his sympathetic, sensitive and kind-hearted nature.

When the first decanate of Sagittarius ascends note the aspects to Jupiter and the ninth house, its occupants, and aspects to them from other planets.

When the second decanate of Sagittarius ascends pay especial attention to the planets rising, and the aspects between Mars and Jupiter, also the position of Mars, and any planets near the cusp of the first house.

When the third decanate of Sagittarius ascends note carefully the planet the Sun makes first application to; any aspect to Jupiter is favourable, but if the aspect is adverse and Jupiter not well placed the native will be unfortunate though endowed with splendid abilities. Lispra, Scorpio and SacitTrarius denote imitative ability and the power to reform and renew, forming what may be called the utilitarian or Reproductive Trinity.

X. Capricorn rising denotes an ambitious, persevering, plodding and persistent disposition. The fate is affected by the moral growth and the power to organise, and to rise above the difficulties of the early environment. The native is generally reserved, firm and self-reliant and anxious to be at the head of affairs. It usually happens that some position of trust or responsibility advances the native’s interests, and according to the self-possession, tact and prudence displayed the native advances and makes successful progress, gaining recognition and fame or honour. |

The second decanate of Capricorn rising tempers the ambitious tendencies of Capricorn and gives more plodding persistency, and inclines towards conservative and orthodox conditions. It adds to the firmness and reserve of the sign as a whole, which however unbends in social life.

‘The third decanate of Capricorn rising modifies the self-reliance of the sign, but quickens the intellectual and mental qualifications, and if

the native has received a good education he will prove to be a most useful and important member of society. Circumstances will rule the native, however, much more than his ability to rule his own destiny. To the awakened this decanate gives a great desire to become a utilitarian and to serve others; to the unawakened incapacity and servility.

When the first decanate of Capricorn ascends Saturn is the chief planet to study. If above the earth, increase of ambition. If below the earth, persistency without ambition. If rising, self-control. If setting, misfortunes and many obstacles beset the path. Note the tenth house and any planets it may contain.

When the second decanate of Capricorn ascends note the position of Venus and the second house, also the aspects between Saturn and Venus.

When the third decanate of Capricorn ascends note the position of Mercury and the sixth house. If Saturn afflicts Mercury, lack of wit and enterprise; if well aspected, industry and patient endeavour to rise through merit.

XI. Aguarius rising denotes a refined, sympathetic, and humane disposition. The fate depends upon the nature of the friends and acquaintances the native gathers around him, as he is easily influenced by his associates. He has the ability to read character, and study human nature, but does not always act upon his own intuitions, and although quiet and determined, his sympathies often over-rule his reason and intuition. There are very few born under this sign that are able to reach up to its high standard of refinement and purity, and those who respond to the higher vibrations of this sign have overcome the animal nature and live in the pure mind apart frem all lower sensational and animal tendencies. The undeveloped Aquarian is often harmless and true, with good and kind intentions, but easily led by companions, so often sins without the desire or wish to fall into error.
